Any selection with the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the first results, purchase, or conclusion adhering to reconsideration shall be created by the appeals board and never by a Listening to officer and shall be in crafting, signed by a vast majority on the appeals bo
